Perplexed

Observing the world I note that there are two groups of humans. Those who follow the rules and those who don't.

The rule followers may occasionally make a mistake and violate a rule but by-and-large they at least attempt to follow the rules.

The rule breakers not only ignore the rules they often seek out rules to break.

Politicians confronted with the consequences of rule breaking reflexively turn to creating new rules.

Simply put this is idiocy.

The rule breaker didn't follow the old rules. What kind of flawed reasoning leads a person to believe that rule breakers will follow a new rule?

The unfortunate consequence of new rules is that new rules create new rule breakers.

Some of those careful, diligent rule followers will inevitably run afoul of the new rule. It may be through ignorance or the impossibility of compliance or that important decisions which lead to breaking the new rule have already been made. In the later case the rule follower is forced to either tear up financial and emotional track or decide to become a rule breaker.

One thing we know for sure (from a myriad of psychology, social science, and education studies) is that once a person is labeled a rule breaker they embrace rule breaking. Once a person is forced to break a rule breaking another rule becomes easier.

Why do politicians appear to favor creating more rule breakers?

Could it be because the more rule breakers there are the more empowered politicians become? Certainly it increases the self perception of politicians of their importance. It justifies politician's behavior - whatever it is.

Concurrent with the irrational desire to create new rules is a reluctance to enforce rules - new or old. Perhaps this is another expression of the underlying behavioral cause. Unenforced rules lead to further chaos justifying, at least in the political mind,  the need for politicians.

Chicago provides an example of how more rules, less personal freedom, and less rule enforcement creates an ever growing number of rule breakers and increasing chaos. Simultaneously, the political power of Chicago politicians is unrivaled in the USA.

Chicago harbors some of the most sanctimonious politicians in the USA.
